The Balik Scientist Program (BSP) was established in 1975 to encourage overseas Filipino scientists, professionals and technologists to return or reside in the Philippines, and share their expertise in order to accelerate the scientific, agro-industrial and economic development of the country.
Presidential Decree 819 dated October 24, 1975 established the BSP for a period of five years (1975-1980). Letter of Instruction No. 1044 dated July 18, 1980 extended the implementation of the BSP up to 1986. In October 1993, former President Fidel V. Ramos revived and instituted the BSP under the Department of Science and Technology (DOST) through Executive Order No. 130.
